William Penn had a rich father who had given a huge loan to the King of England. When Penn's father died, William Penn asked the King to just pay back the loan with land from North America. The King gladly obliged since it was easier to pay off the loan with land than money. And that was how PENNsylvania was founded.

So basically William Penn was the founder of Pennsylvania.
