Georgia was founded as a colony in 1733 by James Oglethorpe. Since the beginning Catholics were not allowed to practice their religion because Oglethorpe wanted to create a buffer zone between protestants on the north and Catholics in the south.
That is why only after 1783. Catholics were allowed to freely practice their religion in here.
